State and Federal Small Business Certification

In the State of Virginia, a small business is defined as a company with 250 or fewer employees or a company whose gross receipts are $10 million or less averaged over the previous three years.

The State of Virginia certifies small, women-owned and minority-owned (SWaM) businesses through the Department of Minority Business Enterprises.

The United States Small Business Association is tasked with certifying small businesses and 8(a) small businesses. For construction of buildings, heavy and civil engineering construction, a small business is defined as a business whose average annual receipts do not exceed $33.5 million.
